{"id":1475,"date":"2015-07-17T18:51:50","date_gmt":"2015-07-17T18:51:50","guid":{"rendered":"https:\/\/www.ohiovma.org\/news\/?p=1475"},"modified":"2015-07-17T18:59:42","modified_gmt":"2015-07-17T18:59:42","slug":"avma-delegates-consider-changes-at-annual-meeting","status":"publish","type":"post","link":"https:\/\/www.ohiovma.org\/news\/?p=1475","title":{"rendered":"AVMA delegates consider changes at annual meeting"},"content":{"rendered":"<body><p class=\"p1\"><em><strong>By Robert Knapp, DVM, M.S.<\/strong><\/em><br>\n<em><strong>AVMA Ohio Delegate<\/strong><\/em><\/p>\n<p class=\"p1\"><b><\/b>The summer meeting of the AVMA House of Delegates was held July 9 and 10 in Boston, in conjunction with the AVMA Annual Convention. Highlights included: Dr. Gary Holfinger (Toledo) was recognized for his years of service as a trustee for the GHLIT; Dr. Joe Kinnarney (Reidsville, N.C.) assumed the presidency for the upcoming year; and <span class=\"s2\">Dr. Thomas Meyer (Vancouver, Wash.) became president-elect. Additionally, <\/span>the <a href=\"http:\/\/veterinarycorps.amedd.army.mil\/index.htm\" target=\"_blank\">U.S. Army Veterinary Corp<\/a>, which is celebrating its 100th anniversary in 2016, showed <span class=\"s2\">a video honoring individuals in service to our country<\/span>.<\/p>\n<p class=\"p1\"><!--more--><\/p>\n<p class=\"p3\">A number of <a href=\"https:\/\/www.avma.org\/About\/Governance\/Pages\/HOD-Resolutions-and-Proposed-Bylaw-Amendments.aspx\" target=\"_blank\">Bylaws Amendments and Resolutions<\/a>, summarized below, were also discussed and acted upon.<\/p>\n<p class=\"p3\"><i>Bylaw Amendment 3 \u2013 PASSED:<\/i> Term limits for Board of Directors changed to six years<\/p>\n<p class=\"p3\"><i>Bylaw Amendment 4 \u2013 PASSED: <\/i>Expands who may be eligible to represent veterinary medical colleges on Council on Research to include dean, associate dean of research or equivalent, and director of acomparative medicine or veterinary sciences<\/p>\n<p class=\"p3\"><i>Bylaw Amendment 5 \u2013 PASSED:<\/i> Adds two positions to Board of Governors<\/p>\n<p class=\"p3\"><i>Resolution 7 \u2013 PASSED: <\/i>Revised Policy on Use of Random-Source Dogs and Cats for Research, Testing and Education<\/p>\n<p class=\"p3\"><i>Resolution 8 \u2013 Referred to committee for revision\/clarification: <\/i>Policy on Veterinary Pharmacology Education for Pharmacists<\/p>\n<p class=\"p3\"><i>Resolution 9\u2013 Referred to committee for review\/revision:<\/i> Revised Principles of Veterinary Medical Ethics<\/p>\n<p class=\"p3\"><i>Resolution 10<span class=\"Apple-converted-space\">\u00a0 <\/span>\u2013<span class=\"Apple-converted-space\">\u00a0 <\/span>Amended and PASSED: <\/i>Voting transparency<\/p>\n<p class=\"p3\"><i>Resolution 11 \u2013<span class=\"Apple-converted-space\">\u00a0 <\/span>FAILED: <\/i>Established a one-year moratorium on all new accreditation actions<\/p>\n<p class=\"p3\"><i>Resolution 12 \u2013 FAILED:<\/i> Establish a Veterinary Accreditation Review Board<\/p>\n<p class=\"p3\"><i>Resolution 13 \u2013 FAILED: <\/i>Establish a veterinary education accreditation agency<\/p>\n<p class=\"p3\"><i>Resolution 14 \u2013 FAILED:<\/i> Organizational options for an accrediting agency<\/p>\n<p class=\"p3\">Resolutions 11, 12, 13 and 14, all concerning the Council on Education (COE), generated a significant amount of debate during open discussion sessions for Delegates, Reference Committee meetings, District Caucuses and on the Floor during the official session. The primary concerns centered on the lack of autonomy or possible influence on the COE by AVMA\u2019s Board of Directors or staff, as well as changes in accreditation standards or uneven application of those standards. During these discussions, we reviewed past changes in the COE selection process and COE composition, and comments addressing the difficulty getting a new accrediting body established and recognized in a timely manner. Additionally, there are currently a number of accreditation standards under review, which, if enacted, may address some stated concerns.<\/p>\n<p class=\"p3\"><span class=\"s3\">After reviewing the Resolutions\u2019 supporting documents, recent changes to COE member<\/span>ship and participation, proposed accreditation standards, and the uncertainty around whether a new accrediting agency could be <span class=\"s2\">established and recognized within the proposed one-year timeframe proposed (and if would even be significantly different than the <\/span><span class=\"s3\">COE as <\/span>it has already been restructured), the House, including Ohio, voted against all four Resolutions by significant margins.<\/p>\n<p class=\"p3\">Issues surrounding the Council of Education have obviously been a source of significant debate.
